Sierra Leone Ministry Plans Public Service Overhaul Strategy

The Ministry of Public Administration and Political Affairs recently convened a consultative meeting with Provincial Secretaries and Chief Administrators of Local Councils to spearhead a new Public Service Transformative Strategy. This initiative aims to enhance local governance effectiveness and efficiency.
The meeting, attended by senior officials from both the ministry and local councils, focused on identifying critical service delivery challenges and opportunities. It aimed to establish a unified vision and goals for the strategy, expected to elevate the quality, accessibility, and responsiveness of public services while promoting greater citizen engagement.
Minister Amara Kallon emphasized the strategy’s pivotal role in improving local governance efficacy and efficiency, underscoring its significance for public welfare. He highlighted ongoing efforts to gather input from various stakeholders, including government agencies, local authorities, civil society, and others. The strategy’s development, led by consultant Professor Aregbeshole Rafu Adewale, will integrate these insights to ensure comprehensive and inclusive policymaking.
Deputy Minister Philip Tetema Tondoneh highlighted the strategy’s broader implications, outlining its potential to modernize governance systems and elevate public service standards across Sierra Leone. The initiative, supported by international consultant Professor Aregbeshole Rafu Adewale under UNDP auspices, aims to redesign the national public service architecture, with a particular focus on rural development.
During discussions, Chief Administrators and Provincial Secretaries addressed challenges such as total devolution to local councils, resource constraints, and the need for enhanced capacity building. They stressed the importance of intergovernmental cooperation to effectively address these issues and deliver targeted public services.
Arthur Alieu, Chief Administrator of Port Loko City Council, highlighted the benefits of devolution, emphasizing its potential to empower local councils and foster stronger partnerships among public, private, and community stakeholders. This, he argued, would lead to more tailored and impactful service delivery.
The meeting concluded with consensus on prioritizing citizen satisfaction, enhancing intergovernmental collaboration, and optimizing service delivery as core pillars of the forthcoming Service Transformative Strategy.
