Sierra Leone’s Chief Justice Outlines Plans to Reform ECOWAS Judicial Council
Sierra Leone’s Chief Justice, His Lordship Honourable Justice Komba Kamanda, in his capacity as Chairman of the ECOWAS Judicial Council, has outlined key plans aimed at reforming the Council during his tenure.
Speaking on the theme “The ECOWAS Court and International Law: Expanding Access and Navigating Contemporary Challenges,” the Chief Justice emphasized his commitment to working closely with fellow Chief Justices across the region to update the Procedural Rules and fully implement the Council’s arbitration mandate. He also highlighted the potential establishment of an Appellate Court, along with efforts to strengthen collaboration between the ECOWAS Court of Justice and the ECOWAS Judicial Council.
Reflecting on the significance of the occasion, Honourable Chief Justice Kamanda noted that the event marked an important tradition, signifying the official commencement of the judicial year through a formal and dignified ceremony.
“I am told, and I verily believe, that this is the inaugural ceremony organized by the ECOWAS Court to mark the beginning of a new Judicial Year,” he stated.
The Chief Justice further remarked that beyond the ceremonial aspects, the opening of the legal year is a moment of deep reflection, renewal, and recommitment to the principles of justice, fairness, accountability, equity, and the rule of law, values he described as essential to human dignity, good governance, and democracy.
“This occasion also offers renewed hope for the future and should inspire judicial officers to explore innovative approaches to making the justice system more accessible, user-friendly, and cost-effective,” he added.
Honourable Chief Justice Kamanda extended his appreciation to the President of the ECOWAS Court of Justice, Honourable Justice Ricardo C.M. Gonçalves, and his team for organizing a successful event to launch the 2025/2026 Legal Year. He also thanked the President of Cape Verde, His Excellency José Maria Pereira Neves, for honouring the occasion with his presence.
The Chief Justice was accompanied by Honourable Justices Mangeh Fana Deen Tarawally (JSC), Fatmatta Bintu Alhadi (JSC), Tonia Barnett (JA), and Khalila Diana Kamara (J).
